At the same time, amend regulations on project management forms; identify and manage construction investment costs in a direction consistent with international practices, relevant laws and implementation practices; improve regulations on contract management to ensure consistency and synchronization with relevant laws, respect the principle of freedom and voluntary agreement in contract conclusion; meet the requirements of international integration, science and technology development, innovation and digital transformation; clarify the rights and responsibilities of entities participating in construction activities.
The policy group aims to cut and simplify administrative procedures, improve the investment and business environment. Accordingly, promote the reduction and simplification of procedures in the preparation, appraisal, and approval of construction investment projects and construction design; expand the subjects exempted from construction permits, simplify permit issuance procedures; streamline administrative procedures in construction works; reduce investment and business conditions in the management of construction capacity.
Administrative procedures in the construction sector will be promoted online, strengthening the application of information technology by supplementing regulations on information systems and national databases on construction activities.
