Đoạn cao tốc Nghi Sơn – Diễn Châu đi qua địa phận Nghệ An dài khoảng 43,5 km. Đây là một trong các tuyến cao tốc Bắc – Nam do Nhà nước đầu tư sẽ được tổ chức thu phí trong thời gian tới, cùng với các tuyến Mai Sơn – Quốc lộ 45, Quốc lộ 45 – Nghi Sơn, Vĩnh Hảo – Phan Thiết và Phan Thiết – Dầu Giây.
Implementing Notice No. 01/TB-BXD dated January 8, 2026 of the Ministry of Construction, over the past time, the Vietnam Road Administration has assigned relevant project management boards to preside over and direct contractors to urgently complete the interconnection of toll collection data from stations, and synchronize the back-end system. This is the basis for evaluating operating performance (KPI), organizing trial runs and moving towards official toll collection on expressways invested by the State.
According to the approved project, North-South expressway projects invested with state budget capital will be organized to collect tolls for 7 years, directly managed and implemented by the Vietnam Road Administration. After this period, competent authorities will consider management and exploitation plans suitable for each infrastructure development stage.
Previously, toll collection only applied to expressway projects invested in the form of public-private partnership (PPP). However, the Road Law, effective from January 1, 2025, has supplemented regulations allowing toll collection for expressways invested, managed and operated by the State. Toll collection aims to create capital for maintenance, repair and investment in the development of new expressways, not for profit purposes.
Trên tuyến cao tốc Bắc – Nam phía Đông qua địa bàn Nghệ An hiện có hai dự án thành phần là Nghi Sơn – Diễn Châu và Diễn Châu – Bãi Vọt, tổng chiều dài 99,3 km. Trong đó, chiều dài qua Nghệ An là 87,9 km. Đoạn Diễn Châu – Bãi Vọt đã thu phí từ ngày 5.1.2025 do được đầu tư theo hình thức PPP.
Như vậy, khi cao tốc Nghi Sơn – Diễn Châu chính thức thu phí, toàn bộ tuyến cao tốc Bắc – Nam phía Đông qua địa phận Nghệ An sẽ được tổ chức thu phí đồng bộ.
